CHIEF OPERATIONS OFFICER

Darby Latham

Darby LaShai Latham is the Chief Operations Officer at Vector Communications Corporation, where she has spent nearly a decade advising the President and leading engagement strategies for government, transportation, business, and human service projects. Her work centers on advancing equity, strengthening community relations, and creating opportunities for meaningful participation across the City of St. Louis.

Before joining Vector, Darby built her career in leadership roles across Sales, Marketing, and Project Management with Citibank and My Pink Purse. She holds a B.S. in Business Administration with a concentration in Information Technology Management from Saint Louis University, a JavaScript certification from LaunchCode, and is currently pursuing cybersecurity certification.

A lifelong St. Louisan, Darby blends her love for community and the arts through service on multiple nonprofit boards. She is a board member of the Saint Louis Art Fair, where she previously chaired the Diversity, Equity, Inclusion, and Accessibility (DEIA) Task Force; secretary of Angels Within Foundation, supporting economic opportunity in the O’Fallon neighborhood; and a board member of both the Covenant Blu Grand Center Neighborhood Association and the Brickline North Community Development Corporation.

Darby is also a certified Med Level I Aide in Missouri and a strong advocate for seniors, universal accessibility, and mental health. She frequently collaborates with architects to advance universal design and inclusive spaces.

Her leadership extends to large-scale community engagement initiatives, including the North County Listening Tour, spanning Spanish Lake, Black Jack, Hazelwood, and unincorporated North St. Louis County, and major projects such as the Brickline Greenway, Prepare STL public health campaign, and Bark to Ban Puppy Mills, an awareness campaign aimed at shifting puppy buying habits.

In addition to her in-field expertise, Darby is skilled in developing multilingual and accessible outreach materials, survey design, and digital engagement strategies. She holds certifications in Equitable Community Change (Cornell University), UX Design (Coursera), and Front-End Development (LaunchCode), enabling her to bridge traditional and digital approaches through an equity-driven lens.

Darby resides in St. Louis with her toy poodle, Dinero. In her free time, she enjoys dance, design, puzzles, and travel.
